Abstract

This paper introduces the Global University Presence Index (GUPI), a novel quantitative framework designed to assess the international presence of Arab universities. The index integrates research productivity with global ranking visibility and excellence indicators. A structured methodology is proposed based on selecting the top 70 Arab universities in scientific output, followed by evaluating their participation in seven major international rankings and their performance in three globally influential rankings. The resulting composite score (out of 10) provides a transparent and replicable measure of global presence. The study contributes to the growing discourse on alternative regional metrics that better reflect the positioning of Arab institutions within the global higher education landscape.

1. Introduction

The increasing globalization of higher education has intensified the importance of international university rankings as indicators of institutional reputation and competitiveness. While global rankings such as QS, Times Higher Education (THE), and Shanghai (ARWU) dominate the landscape, they often fail to provide a region-specific perspective that captures the unique dynamics of Arab universities.

This study proposes the Global University Presence Index (GUPI) as a complementary framework aimed at evaluating how effectively Arab universities are represented across major global rankings. The index emphasizes both visibility (presence) and performance (excellence), offering a balanced and simplified metric for benchmarking.

Existing global ranking systems rely on multi-dimensional methodologies incorporating teaching, research, citations, international outlook, and reputation surveys. However, these systems:

  • Differ significantly in methodology
  • Exhibit varying levels of transparency
  • Often introduce bias toward specific regions or institutional models

Recent scholarly discussions advocate for regionally contextualized indices that:

This dimension evaluates institutional performance in the three most influential global rankings:

Universities receive:

  • 1 point per ranking if they achieve a distinguished position at the Arab level
  • Maximum score = 3
